On Tuesday, September 24, 2024, Waikoloa Village celebrated a significant milestone with the groundbreaking ceremony for Na Hale Makoa, a workforce housing development. Located on a 10-acre parcel leased from the County of Hawaii for 68 years, this project will provide 109 affordable housing units, featuring a mix of one-, two-, and three-bedroom options.

Funding for Na Hale Makoa

As stated in the release, the $84.5 million funding for the project is sourced from multiple programs, including the Hula Mae Multi-Family Revenue Bond Program, the Low-Income Housing Tax Credit Program, and the Rental Housing Revolving Fund Program. This funding is facilitated by the Hawaii Housing Finance Development Corporation, the County of Hawaii’s Affordable Housing Production Program, and 30 project-based vouchers granted by the County of Hawaii Office of Housing and Community Development.

First Hawaiian Bank is the project’s construction and permanent lender.

Development

With construction kicking off in September and slated for completion in early 2026, Na Hale Makoa is set to deliver essential housing solutions for Waikoloa’s workforce. This development promises to alleviate the pressing housing shortage and enhance the quality of life for local residents.

Na Hale Makoa’s contractors include Design Partners Incorporated (project design), Moss Construction Company (vertical and building construction), Isemoto Contracting Co. Ltd. (site work), and Resort Management Group, LLC (landscaping).

What You Need To Know

➤ The new Na Hale Makoa will have 139 one-, two- and three-bedroom units serving households earning up to 140% of the Area Median Income, plus one resident manager’s unit

➤ Construction will take just over a year with move-ins anticipated for the first quarter of 2026

➤ Applications will be accepted around Sept. 2025

The new Na Hale Makoa will have 139 one-, two- and three-bedroom units serving households earning up to 140% of the Area Median Income, plus one resident manager’s unit, according to a release. Each unit will come with a washer/dryer, range, refrigerator, vinyl plank flooring, window coverings, ceiling fans, a private lanai and storage closet.

The pet-friendly community will also include a recreation center with a kitchen for meetings/gatherings, a resource and technology center with high-speed internet access, management office and keiki playground. Picnic areas and walking/biking paths will be throughout the area.
